You can open ut2003 maps with ut2004, import done
You cannot however go from ut2004 to ut2003 in any way I know of.
You would basically have to rebuild the ut2003 map in ut2004.

(Unless you could select-copy-paste the whole thing from one to the other ... but that would get messy)

I know that you can open 2k3 SMesh Packages in UT2k4's UEd and I suspect you can do the same in reverse. Sound and Texture Packages should also work the same.

Sounds and Textures Packages from Unreal(original) can also be opened in UT2k4, however, Unreal2 Packages can not be opened in my experience.

UT03 and 04 are fully compatible apart from the new weapons i believe. You can remove all 04 weapons and save it into 03 directory, i beleive that should work

another thing you can try is to export to unreal txt and import in 03 editor (again after removing 04 specific weapons) if it crashes chances are that something is linked to a package
