Best way is to make a small image in photoshop that is motion blurred and then import that image into flash.

on the frames that your are moving your text...use the blurred image...then when it comes to a rest, use the actual text.

    alpha

make the text into a symbol, go into its properties, and adjust the alpha setting (NOTE: If you want it to transition it must be in a motion tween.)

    make your text
    create the initial animations
duplicate the layer with the animation.
offset the text and lower the alpha.
repeat this for as many times as you feel you need.

The best way to do it in vector (to keep file size down) is to make a seperate layer over your text that is a gradient rectangle. That's how I've seen it done most of the time. Just offsetting some translucent text doesn't give a very noticable blur. When the text moves fast enough nobody will be able to tell the difference between a gradient rectangle and text that was actually blured in photoshop.
