Sigh. Finally after 20 hours of non stop research found the solution.
What nelson forgot to mention in video :
Bootstrap uses fonts with extension.woff and later on .woff2 but iis don't recgnise them as mime type.
In addition to what nelson activates for iis, you need to activate this :
Internet information services > world wide web services > common http features > static content
Now, when u go to iis panel, select the top parent (will set for every website) else if u want to activate this for single website choose that website. Then in the features u can see the mime types. Double click and see if u have any entry for .woff and .woff2
If yes, check their type set to application/x-woff and application/x-woff2 accordingly.
If there are not entries, add entry for each of them. Remember the extension value starts with dot.
Then restart the section u added mime to ( parent or selected website )
Rebuild buzzMMO.Web and refresh the pages u have glyphicons in them. They will show up.
Just remember, some of the icons are not included in older versions of bootstrap and apparently version 4 will use sass not less. So until nelson update his tutorial to use sass stick to latest version of 3.x
    Hope this will help someone
